Since the dawn of history, humanity has spent much of its time creating and defending borders.
Today in Canada, it is obvious that public servants at every level of government have learned the lessons of history well.
Jurisdictions are jealously guarded. Call it what you will, stovepipe or silo, any branch of government can become a self-perpetuating empire whose mandate to serve the public justifies a tangle of rules and regulations.
