Barring a spectacular shift in priorities,
the first budget from Finance Minister John Manley is likely to focus on health care. Additionally, war with Iraq may strengthen the case for security and defence spending, and what’s left can then be parceled out between research and innovation, local infrastructure improvements, Aboriginal community initiatives, the environment and on and on.
