Bill Huang (Xiaoqing Huang) is the Founder and CEO of CloudMinds, the world’s first intelligent cloud robot operator. Bill recently served (2007-15) as the General Manager of the China Mobile Research Institute, where he was responsible for strategic technology initiatives, industry standards, new service business models and intellectual property rights creation. In this capacity, he led the development of the first carrier Android project, emerging big cloud projects, 4G LTE, the world's first cloud RAN, and the world’s earliest SDH to PTN replacement project. Previously, Bill served as was a Co-Founder of UTStarcom (1995) and served as its CTO, leading revolutionary innovations that included the first mobile softswitch and the first carrier-class IPTV system. He served as the founding CEO of Wacos (1997), a softswitch company UTStarcom spin-off, which merged with back with the company in 1999, prior to its 2000 NASDAQ IPO. Earlier in his career Bill was a member of the technical staff of AT&T Bell Labs where he led projects on emerging software and network technologies. Bill serves on the Board of Director of the China Electronics Association (CEA), is the Co-Founder of the International Softswitch Consortium (ISC), and is the recipient of numerous awards, including as selection in the “Talent 1000” Expert Plan of China. He is a recipient of the 2016 IEEE CQR Chairman’s Award, cited “For his leadership to surgically implement the most advanced technologies across the world’s largest communications network, for his influence unifying mobile technologies into a single worldwide standard, and for his service inspiring fellow engineers with vision to deliver value to end users.” Since 2015, Bill Huang serves as a Commissioner of the Global Information Infrastructure Commission (GIIC), which has cited him for“his championing of new technologies at the core of information infrastructure, foundational role in advancing the capabilities of the world’s high-speed mobile networks, including mobile soft switch development, and disproportionate influence on the mobile infrastructure for the largest netizen population in the world.” He earned an M.S. in Electrical Engineering and Computer Science from the University of Illinois and a B.S. in Electrical Engineering from the Huazhong University of Science and Technology.
