Canadian CLECs weather the storm

Since 1997, more than a dozen bravely optimistic competitive local exchange carriers (CLECs) set sail in Canada. With bullish business plans in hand, they challenged the incumbent local exchange carriers (ILECs) – particularly Bell Canada in Ontario and Quebec and Telus in Alberta and British Columbia.
